According to Citizen TV,police in Mandera County,Rhamu police station shot and killed 30 year old prisoner who allegedly escaped from lawful custody during an identification parade. Residents said the deceased was mentally ill and accused police officers involved of using excessive force.Independent Police Oversight Authority, IPOA,is investigating the death.
